The NY Slimes is very interested in pointing out Bush's spying tactics. The question is why there was no outrage during the Clinton era over "Echelon". Echelon is a program which is conducted jointly with the agency's counterparts in Britain, Canada, Australia and New Zealand. This is the collection of communications which are then deciphered with super computers for possible links to terrorists. Why this was ever leaked with no reprecutions is beyond me.

It was leaked by one of the people associated by NSA who spoke openly about it.
