US plans to make plutonium 238...What for?

I heard Matt Drudge on the radio talking about this. He was wondering which country in particular would cause this production to start. His theory: it might be China and their growing strength. They are looking to by oil refineries etc..We certainly don't need it for the fight on terror. Progressing.......
